Excess Defense Articles: Costa Rica


The State Department's April 2002 FY2003 Congressional Budget Justification for Foreign Operations reported that transfer of grant Excess Defense Articles to Costa Rica "is consistent with U.S. efforts to reduce the drug flow and promote regional stability in Central America.  Most EDA will be used to enhance counternarcotics capabilities, including communications equipment and air and ocean assets."1

The February 2005 request for 2006 includes similar language, adding that "The transfer of EDA demonstrates USG support of Costa Rica’s democracy and encourages interoperability of Costa Rican law enforcement and the country’s coast guard with the United States and the modernization of equipment." [6]
