The State Department's March 1997 Congressional Presentation for Foreign Operations reported that transfer of Excess Defense Articles to Honduras "is consistent with U.S. foreign policy objectives of interdicting narcotics trafficking and enabling the Honduran Armed Forces to better conduct disaster relief and search and rescue missions...EDA boats, vehicles, and helicopters will be important for continued progress in this area as well as the other aforementioned missions."1 States the February 2005 request for 2006 aid, "EDA will contribute to Honduras counterterrorism capacities, strengthen narcotics trafficking interdiction efforts, and enable the Honduran Armed Forces (HOAF) to better conduct disaster relief and search and rescue missions."
