Excess Defense Articles: Nicaragua


The State Department's April 2002 FY2003 Congressional Budget Justification for Foreign Operations reported that transfer of grant Excess Defense Articles to Nicaragua "will likewise strengthen the EN's [Nicaraguan Army] capacity to interdict narcotics flows and conduct disaster relief and search-and-rescue missions."1 Subsequent requests have included similar language.

The March 1999 Congressional Presentation was concise, indicating that EDA for Nicaragua will be used "to promote inter-operability and modernization of equipment." 2

Since this study began keeping records in 1996, Nicaragua has only received grant EDA in 2001 and 2003.
