Excess Defense Articles: Suriname |
The State Department's April 2002 FY2003 Congressional Budget Justification for Foreign Operations reported that transfer of grant Excess Defense Articles to Suriname would "assist the Surinamese military in developing and sustaining a viable counter-drug capability, as well as combating migrant and arms smuggling."1 Subsequent requests have included similar language. 2003 2
