Excess Defense Articles: Venezuela


The State Department's March 1997 Congressional Presentation for Foreign Operations reported that Excess Defense Articles for Venezuela would be used "to assist the Venezuelan military to improve its drug interdiction efforts along its vast internal river network, support its model crop eradication program, safeguard its border with Colombia against drug cartels and guerrillas, as well as modernize its equipment."1

The April 2002 FY2003 Congressional Budget Justification for Foreign Operations was more concise, indicating that EDA would be used "to promote interoperability and modernization of equipment."2

The February 2005 request for 2006 states, "Transfer of any grant EDA will be used to ultimately promote our long-standing interests in strengthening democracy." [7]
