The following
description of the IMET program for Ecuador comes from the U.S. State Department's
April 2002 FY2003 Congressional Budget Justification for Foreign Operations:1
To
strengthen democratic institutions and military professionalism, the
United States utilizes International Military Educational and Training
(IMET) funds. FY 2003 IMET funds will provide military and civilian
defense training that reinforces the principles of civilian rule and
strengthens the principles of human rights. Portions of DA [Development
Assistance], IMET, and ESF [Economic Support Funds] funds will be used
for programs that focus on increasing support for democracy through
judicial reform and local governance activities.
