IMET: Guyana
The following description of the IMET program for Guyana comes from the U.S. State Department's April 2002 FY2003 Congressional Budget Justification for Foreign Operations:1

EDA [Excess Defense Articles] boats and International Military Education and Training (IMET) will significantly boost the GDF [Guyana Defense Force] Coast Guard’s ability to interdict narcotics trafficking, as well as promote civil affairs and improve crisis management. IMET funding has also been used to increase the professionalism and capabilities of the GDF and to strengthen regional stability.
