Exercise: New Horizons / Nuevos Horizontes
Definition

Nuevos Horizontes/ New Horizons is an engineer humanitarian civic assistance exercise designed to give training to U.S. military units in civilian construction or medical care services. Participating U.S. troops build basic infrastructure (roads, bridges, schools, wells, etc.) and provide medical, dental and veterinary services.

Mission To improve joint training readiness of U.S. engineer and medical units through a field training exercise. The exercise's intended "end state" is "high levels of unit training readiness with improved joint interoperability among the services involved, and a by-product of completed construction and medical projects which benefit the host nation."

The exercise sought to reinforce the U.S. participants' abilities to carry out the following "mission essential tasks":

  • Collect information
  • Coordinate theater reception
  • Provide public affairs in theater
  • Establish / participate in joint force
  • Provide security for theater forces

New Horizons Disease Intervention Peru 9821

Exercise type Engineer Exercise

Engineer exercises involve construction of basic infrastructure and provision of medical, dental and veterinary services.

Mission To improve joint training readiness and to exchange skills among the nations in reduction of malaria, dengue fever, and diarreal diseases. The exercise's intended "end state" is "improved skills for U.S. units in disease surveillance and reduction; increased cooperation and skills exchanges among involved nations; and humanitarian reduction of disease threats to the host nation."

Phase 1, February 17-March 4 - Preventive medicine survey party: U.S. personnel conduct sampling of target populations for two weeks to provide medical information to plan follow-on disease intervention operation.

Phase 2, June 1-July 18 - Disease Intervention: Disease intervention effort to reduce diseases and their causes - will last four to six weeks.

Phase 3, September 10-25 - Resurvey: Medical units will resurvey the diseased area to determine the effect of the intervention.

Implemented by U.S. Southern Air Force (USSOUTHAF)
Location Peru; two medical officers each from Argentina, Chile, Colombia, Ecuador, Paraguay and Uruguay invited to observe portions of Phase 2 operations and to discuss the future program.

New Horizons 1997 - Belize (February-May 1997)24

"Traditionally, the US military has built one or two schools per year in Belize. This year is special. ‘New Horizons’ is the largest US military civic action training exercise in the Western Hemisphere in 1997. The project is a fulfillment of President Clinton’s promise to work together with Prime Minister Esquivel and other partners in the region to improve educational and economic infrastructure."

Description: New Horizons '97 Belize was a "joint-combined field training engineer and medical exercise" held from January 18 to June 7, 1997. The exercise was coordinated by U.S. Southern Command (Southcom) and its Panama-based army component, U.S. Army-South (USARSO), and commanded by Joint Task Force Bravo, stationed at Soto Cano air base in Honduras.

The operation was undertaken by the 225th Engineer Group of the Louisiana National Guard, organized into Joint Task Force Pelican (JTF-Pelican). 3,720 soldiers, airmen and marines, each serving a shift of several weeks, took part in the operation over the course of the exercise. They worked with the Belizean Government ministries of Education, Health and Works as well as the Belizean Defense Force and community volunteers in construction projects and temporary medical clinics.

Described goals: To provide training to U.S. military units with host nation personnel and "demonstrate U.S. support for the people of Belize."

Outcome: The exercise involved the construction of two two-room and three three-room schools, a restroom facility, one school renovation and ten miles of road improvement. In addition, 3 Medical Readiness Training Exercises (MEDRETES) consisting of temporary ambulatory health care facilities for over 12,000 citizens in remote villages.

New Horizons 1997 - Guyana (July-September 1997)25

Description: NH97-Guyana was a "joint-combined engineer and medical readiness field training exercise" sponsored by Southcom and held in Guyana from July 16 to September 13, 1997. Exercise participants were organized into "Task Force Falcon" and based at Camp Stephenson, near Timehri, Guyana. A total of 285 TF-Falcon personnel worked with the Guyana Defense Force, Ministries of Health, Education and Amerindian Affairs, as well as community volunteers, in conducting engineering projects and Medical Readiness Training Exercises (MEDRETES).

Participating Units in Task Force Falcon (US):

  • 820 Red Horse Squadron, Nellis AFB, Nevada
  • 2nd Marin Air Wing, Cherry Point, N.C.
  • 96th Civil Affairs Battalion, Fort Bragg, N.C.
  • 3rd Combat Communications Group, Tinker AFB, Ok.
  • 174th Combat Support Group, Fort Laughton, Wash.
  • 106th Aviation Battalion, Army National Guard, Iowa
  • 1/106 Aviation Battalion, Illinois

Described goals: The exercise's main goal was "to provide unique training opportunities to US troops under conditions of overseas deployment and demonstrate US support for the people of Guyana."

Outcome: Task Force Falcon rebuilt a school and renovated another, renovated one nursing home, constructed 1 school, built an addition on a clinic and upgraded another clinic.

Cost: Approximately $7 million.


Nuevos Horizontes 1997 - Panama (January-May 1997)26

Description: NH97-PM was a joint-combined engineer and medical readiness field training exercise sponsored by Southcom and held by Southcom's army component, U.S. Army South (USARSO), in Panama from January 18 to May 24,1997. Exercise participants were organized into "Joint Task Force 411 (JTF-411)." 2,000 U.S. personnel worked with Panama's Ministries of Government and Justice, Education, Health and Public Works, as well as community volunteers, in conducting engineering projects and Medical Readiness Training Exercises (MEDRETES).

Described goals: The program allowed U.S. soldiers "to refine their engineer and medical skills," to "improve the quality of life for the Panamanian people as a by-product of U.S. military training," to "provide an opportunity for U.S. soldiers to exchange experiences, ideas and culture with Panamanian citizens," and to demonstrate "continued U.S. support for the people of Panama."

Participating Units: Units from U.S. Army Reserves of New York, Vermont, West Virginia and New Hampshire, an Army National Guard unit from South Carolina, and active U.S. Army, Air Force and Air Force Reserve units.

Outcome: NH97-PM involved the construction of one new clinic, two clinic renovations, six school expansions/renovations, four new potable water wells, maintenance/upgrade of 5 km of existing roads, and three Medical Readiness Training Exercises (MEDRETES).

Cost: Approximately $5 million


Nuevos Horizontes 1996 - Honduras27

Description: NH96-HO was a "joint-combined engineer and medical field training exercise" sponsored by the Southcom and coordinated by Southcom's component in Honduras, Joint Task Force Bravo. Exercise participants were organized into Task Force-926 (TF-926) and based in the departments of Valle and Choluteca, Honduras. A total of 450 TF-926 personnel worked (in 8 rotations of 15 to 20-day cycles) with the Honduran military and civilian agencies (including components of the Public Works, Health, Education, Agriculture, and Defense Ministries) in conducting engineering construction and medical projects.
