The Bush Administration's budget presentation for 2003 explains, "Foreign Military Financing (FMF) will be focused on preventive maintenance to sustain the region's maritime and ground-service operational capabilities and readiness for counter-drug operations, illegal migrant interdiction, search and rescue, and disaster relief efforts."
