Foreign Military Financing: Nicaragua


The Bush Administration's budget presentation for 2003 explains, "Foreign Military Financing (FMF), starting in FY 2002 and continuing in FY 2003, will be used to enhance the EN's [National Army] new role as a nation-building institution subordinate to civilian control - a major U.S policy goal in Nicaragua." [1]
