Colombia's Strategy
In his address to
the UN General Assembly, President Pastrana described "Plan Colombia"
and called on the international community to support his efforts to combat
narcotics trafficking and end his nation's internal conflict. "Plan
Colombia" is a comprehensive approach to the complex factors that
have sustained the growth of the narcotics industry and its associated
ills in Colombia for generations. The United States is determined to take
on the threat posed by the international production and distribution of
illicit narcotics. We remain committed to the preservation and strengthening
of Colombia's democratic and human rights institutions, and will assist
Colombia where possible in the revitalization of its economy.
We applaud the GOC's
strategy as an ambitious, but realistic, package of mutually reinforcing
policies to revive Colombia's drug-ravaged economy, reinforce the democratic
pillars of its society, advance its peace process, and eliminate "sanctuaries"
for narcotics producers and their agents. The U.S. Government will carefully
review Colombia's request for international assistance and, in consultation
with the Congress, develop proposals on how the U.S. can best assist the
GOC.
