Accord for a timetable for the future of the peace process

The National Government and the spokesmen for the FARC-EP assembled on January 19 and 20, 2002 at the inspection of the Pozos, municipality of San Vicente del Caguán, in the presence of the International Facilitating Commission, the UN and the Catholic Church, and CONSIDERING:

1. That the Parts reiterate that a negotiated political solution is the path through which the armed conflict in Colombia will be resolved, for which they will put forth every effort to continue to work in an atmosphere of mutual trust, with the intention of reaching accords, that allow for the advancing of the peace process.

2. That the Common Agenda toward the Change for the New Colombia is the fundamental document in the process of dialogue and negotiation between the National Government and the FARC.

3. That the Parts in the Accord of San Fransisco affirm that the peace process requires a favorable atmosphere without armed confrontation.

4. That it is indispensable to create accords that lead to the lessening of the conflict.

5. That the Parts have recognized that said Accord, in addition to the Document of the Recommendations of the Commission of Notables, trace an adequate route for the immediate development and the extension of the peace process.

6. That in the Accord of San Fransisco, the National Government and the FARC-EP agree to immediately undertake the integral study of the document of the recommendations presented by the Commission of Notables.

7. That the Parts consider that it is necessary to develop the political accompaniment in such an Accord, inviting the presidential candidates, the political parties and movements, the National Council for Peace and the different sectors of the civil community that the Parts agree upon, with the purpose of contributing to the process.

8. That the Parts agree to immediately and holistically undertake the development of the document presented by the Commission of Notables on September 17.

9. That we also corroborate the operation and validity of the following documents already signed by the Parts: the Accord of Caquetania subscribed May 2, 1999, the Accord of the Pozos subscribed February 9, 2001 and the Accord of San Fransisco de la Sombra subscribed October 5, 2001.

10. Point 10 of the Accord of los Pozos states that: "The FARC-EP do not oppose projects of manual eradication and illicit crop substitution, but reiterate that these must be furthered in common accord with the communities. National Government and FARC-EP coincide in the strategic importance of working for the protection and conservation of the environment."

AGREE:

1. That the National Table of Dialogue and Negotiation will immediately undertake the study of the truce with the cessation of hostilities and cease-fire, in accordance with the document of the recommendations of the notables.

2. To immediately incorporate the subject of kidnappings as an inseparable component of the proposal presented by the commission of notables to the National Table of Dialogue and Negotiation, within the discussion of the truce with the cessation of hostilities and cease-fire.

3. To immediately incorporate the subject of the phenomenon of paramilitarism as an inseparable component to the proposal presented by the Commission of Notables to the National Table of Dialogue and Negotiation, within the discussion of the truce with cessation of hostilities and cease-fire.

4. In the development of the discussion of the subject of the truce with cessation of hostilities and cease-fire the Parts can present proposals directed toward the lessening of the conflict.

5. Some of the tools available to the Negotiating Table which will allow to continue in the discussion are: the exchange of proposals on the cease-fire and cessation of hostilities, the document of recommendations by the Commission of Notables to the National Table of Dialogue for the conjunct study by the Parts and the proposal presented by the FARC-EP about unemployment subsidies, while definitive accords about unemployment are able to be completed.

6. To invite the presidential candidates, the political parties and movements and the National Council for Peace to give their contributions to the process and exchange ideas about the actual political moment of the country, as agreed upon in San Fransisco.

7. That the Parts will conform, in common agreement, an International Commission of Accompaniment to verify the agreements and to surpass any inconvenience that may occur, as described in the Accord of Caquetania.

8. That in accordance with what was agreed upon in the Accord of San Fransisco the Parts will produce monthly reports that will be presented to public opinion, outlining mayor aspects relative to the advances in the dialogue and negotiations.

9. To reinitiate the public hearings and round-tables about the subjects that the Table of Dialogue and Negotiation agreed upon.

10. In order to develop the objectives here agreed upon, the National Table of Dialogue and Negotiation will concrete as its goal to attain the signature of the concrete accords about truce with cessation of hostilities and cease-fire by lessening the intensity of the conflict, having as a deadline April 7, 2002. For this, the following timetable has been established:

The National Table of Dialogue and Negotiation will be in session regularly from Wednesday to Friday. However, by agreement of the Parts these days may be modified.

Presentation of the first drafts dealing with the lessening of the conflict
February 2, 2002

Defining a more active participation of international accompaniment.
February 6, 2002

Study of the drafts presented by each of the Parts about the truce with cessation of hostilities and cease-fire.

The Parts will define, before February 6, 2002, the routes of the most active international participation in the role of accompaniment

We equally thank the accompaniment to the Table by Nuncio Apostólico Benniamino Stella and the Catholic Church of Colombia headed by Monsignor Alberto Giraldo, president of the Colombian Episcopal Conference, and Monsignor Fransisco Múnera, Bishop of San Vicente del Caguán.

12. As mentioned in the Accord of San Fransisco, the FARC-EP pledge to immediately ratify the instructions to all of its members not to carry out "pescas milagrosas" [kidnapping at roadblocks] on the national highways.
