Reaction Of Senator Patrick Leahy
To The Administration’s Human Rights Certification
For U.S. Aid To The Colombian Military
May 1, 2002

[Sen. Patrick Leahy (D-Vt.) chairs the Senate Foreign Operations Subcommittee which oversees appropriations for foreign assistance programs. He is the author of the human rights conditions on aid to the Colombian military, which require the Secretary of State's certification.]

"I commend the State Department for urging the Colombian Government to do more to improve respect for human rights, but the proof is in the results and the results are disappointing. They have not suspended or prosecuted high-ranking military officers, nor have they severed ties between the military and paramilitary terrorist organizations. This certification has more to do with the fact that U.S. aid was running out than with sufficient progress on human rights.

"A second certification is required after June 1st for release of the remaining 40 percent of the aid. A lot more needs to be done before then."
