Training of Colombia's Military to Double in 2000 - Statement from the Center for International Policy, April 7, 2000

According to a report the State and Defense Departments released this week, U.S. training of Colombian military and police personnel is to more than double from 1999 to 2000, with 5,089 trainees expected this year.

The annual Foreign Military Training Report is required by Section 656 of the Foreign Assistance Act and Section 575 of the 2000 Foreign Operations Appropriations Act. According to its findings, only one non-NATO country worldwide -- South Korea, with 6,529 trainees -- receives more U.S. training than Colombia.

The sharp rise in military training for Colombia is part of an overall escalation in U.S. involvement with Colombia's military, as foreseen by a $1.3 billion aid package for which the Clinton Administration is seeking approval.

Several funding programs pay for this training; the biggest by far, however, is the U.S. defense budget. Through an authority first granted in 1991, known as "Section 1004," the Pentagon may use its own funds, outside the foreign aid budget, to provide counternarcotics training to foreign police and militaries. This defense-budget source accounts for over 87 percent of all training funds for Colombia.

Unfortunately, this year's edition of the Foreign Military Training Report deletes important information necessary for a fuller picture of the U.S. training relationship with Colombia. Information about Colombian units receiving training has been removed, making implementation of the Leahy human rights provisions much more difficult to track. Information about the location of training and the U.S. units involved has also been excised, making it impossible to determine how much of this training takes place overseas, which U.S. institutions host foreign students, and how great a role is being played by Special Forces units and private contractors.
