The
amendment (No. 3492), as further modified, is as follows:
On page 155, between lines 18 and 19, insert the following:
Sec. 6107. Declaration of Support. (a) Certification Required: Assistance
may be made available for Colombia in fiscal years 2000 and 2001 only if
the Secretary of State certifies to the appropriate congressional committees,
before the initial obligation of such assistance in each such fiscal year,
that the United States Government publicly supports the military and political
efforts of the Government of Colombia, consistent with human rights conditions
in section 6101, necessary to effectively resolve the conflicts with the
guerrillas and paramilitaries that threaten the territorial integrity, economic
prosperity, and rule of law in Colombia.
(b) Definitions: In this section:
(1) Appropriate committees
of congress: The term `appropriate committees of Congress' means the following:
(A) The Committees on Appropriations
and Foreign Relations of the Senate.
(B) The Committees on Appropriations
and International Relations of the House of Representatives.
(2) Assistance: The term `assistance'
means assistance appropriated under this heading for fiscal years 2000
and 2001, and provided under the following provisions of law:
(A) Section 1004 of the National
Defense Authorization Act for Fiscal Year 1991 (Public Law 101-510; relating
to counter-drug assistance).
(B) Section 1033 of the National
Defense Authorization Act for Fiscal Year 1998 (Public Law 105-85; relating
to counter-drug assistance to Colombia and Peru).
(C) Section 23 of the Arms
Export Control Act (Public Law 90-629; relating to credit sales).
(D) Section 481 of the Foreign
Assistance Act of 1961 (Public Law 87-195; relating to international narcotics
control).
(E) Section 506 of the Foreign
Assistance Act of 1961 (Public Law 87-195; relating to emergency drawdown
authority).
