Mr.
GRAHAM. Madam President, in my 11 seconds, I want to direct them to our
friends on the other side of the aisle. Our amendment would restore the
recommendation which has been made by President Bush of his best assessment
of what is necessary in order to accomplish the purposes. The President
challenged us today to answer the question: Is America prepared to stay
in the war against terrorism? His answer was: Absolutely.
If we want to say,
absolutely, we need to vote yes for the amendment that will restore the
funds to the longest running antiterrorism campaign in which the United
States is currently engaged.
