Senate vote to waive point of order regarding Graham amendment, October 24, 2001

Note: this vote should not necessarily be regarded as an accurate measure of Senators' views on aid to Colombia. It also reflects (a) views on implementation of the Budget Act, (b) reluctance to cut other parts of the foreign aid bill, and (c) deference to the bill's managers, the chairman and ranking member of the Foreign Operations Appropriations Subcommittee (Sen. Patrick Leahy and Sen. Mitch McConnell, respectively), who did not wish to waive the point of order.
