U.S. Lt. Gen. David Petraeus has stated the obvious: "Get as many Iraqis as possible to have a stake in the success of the new Iraq to defeat the insurgency." As Mosul's local commander, he followed that policy and kept the peace in Iraq's third largest city. He has been put in charge of training all Iraqi security forces. A policy as sensible and reasonable as this could have been successful by now, if he rather than [Paul Bremer] had been in charge.
