The Conference Committee

A"conference committee" made up of senators and representatives has finished reconciling the differences between the House and Senate versions of the Colombia aid package. Details about the committee's agreement (found in Conference Report 106-710 [.pdf version]) are now emerging.

Changes made to the package include:

  • A different mix of helicopters: 18 UH-60 "Blackhawk" helicopters and 42 UH-1H "Huey" helicopters, at a cost of $315 million. Twelve of the Hueys are for the Colombian National Police.
  • A combination of the House and Senate human rights conditions, but with a waiver allowing the Secretary of State to skip the human rights certification if doing so is in the "national security interest."
  • Cuts in the Senate's funding for human rights (though the amount is greater than the House version had included).
  • Removal of the Senate's environmental conditions on herbicides.
  • Removal of a House provision increasing funding for internally displaced persons.

By the end of June 30, these numbers will be added to our comparison of all versions of the aid package.

All Colombia provisions from three bills -- the House Emergency Supplemental (H.R. 3908), the Senate Military Construction Appropriations bill (S. 2521), and the Senate Foreign Operations Appropriations bill (S. 2522) -- were combined and added to the Military Construction Appropriations bill, together with emergency spending for Kosovo, flood relief in North Carolina and other measures. Military Construction is one of the first annual budget bills that both houses have already passed.

Once the conference report is approved by Congress, it will go to the President for his signature, perhaps as early as June 30.
