INTRODUCTION

The Commission of National Conciliation, the International Committee of the Red Cross, and CAMBIO 16 Colombia magazine have joined forces to create this offprint. Its purpose is to give the public opinion an instrument of easy access. This instrument seeks to offer greater knowledge of the diverse proposals made by the actors in the internal armed conflict, of aspects related to this conflict, and of proposals for the essential topics to be included in a possible negotiation agenda.

The texts included in this offprint by the actors in the conflict have been consulted with them to ensure the authentic expression of their suggestions and proposals. This document makes no judgments on nor appraisals of the various positions, initiatives, and proposals. We acknowledge that that task corresponds to the Colombian public opinion. In addition, the National Government's position and its legislative initiatives regarding the topic of peace are included.

Finally, some of the civilian society's proposals which seek to obtain a National scope are mentioned. Generating a serious, structured debate on the essential topics faced by the Colombians is imperative today; it is a conscientious responsibility. This country has faced the reality of prolonged and, sometimes, fruitless discussions on the procedural aspects of a process for peace. It is urgent and necessary that National reflection on the causes of the conflict which is bleeding our country be initiated.

We wish to thank the governments of Canada, Guatemala, Mexico, Norway, Spain, Sweden, the Netherlands, the United States of America (Agency for International Development - AID -), and Venezuela, as well as UNICEF (United Nations Children's Fund), who have given their support to this publication. We consider their contribution a collaboration towards peace and towards the Colombians' reconciliation.
