CIP's 'Blue Democracy' campaign will seek to address access to water as a human right, as well as an issue that encompasses broader democratic principles, such as citizen participation, transparency and accountability, equality and access to justice, and freedom of expression.

Together, CIP and two Salvadorian organizations -- El Centro para la Defensa del Consumidor (CDC), and La Unidad Ecológica Salvadoreña (UNES) aimed to raise awareness of the water crisis, to expose the current (and past) administration's failure to prioritize access to clean water, and to mobilize Salvadorans around the issue.
