  • A new "Appendix D" explains pending legislation: bills currently before Congress which would, if passed, affect existing defense and security assistance programs toward Latin America and the Caribbean. The first entry is an explanation of H.R. 4300, "The Western Hemisphere Drug Elimination Act," introduced on July 22, 1998 by Rep. Bill McCollum (R-FL) and Sen. Mike DeWine (R-OH).

  • New information on "section 1004" counternarcotics assistance to Mexico. Includes links to new primary documents:
    • "U.S. / Mexico Counterdrug Initiatives," a Defense Department document listing types of counternarcotics support for Mexico funded by section 1004.
    • April 22, 1998 letter from Robert F. Newberry, acting deputy assistant secretary of defense for Drug Enforcement Policy and Support, to Rep. Esteban E. Torres. The letter describes the involvement of several U.S.-trained GAFE members in a case of alleged human rights abuse in Guadalajara.
    • Link to new GAO report: "Drug Control: U.S.-Mexican Counternarcotics Efforts Face Difficult Challenges." U.S. General Accounting Office (GAO) report, June 30, 1998.
  • Documents describing the substitution of Bell 212 helicopters to the Colombian National Police in place of the Blackhawk helicopters Congress had originally requested:
    • June 19, 1998 letter from Barbara Larkin, assistant secretary of state for Legislative Affairs, to Rep. Benjamin Gilman, chairman of the House International Relations Committee, confirming the compromise deal to provide Bell 212 helicopters to the Colombian National Police in place of Blackhawk helicopters.
    • June 18, 1998 letter from R. Rand Beers, acting assistant secretary of state for International Narcotics and Law Enforcement Affairs, to Gen. José Rosso Serrano, chief of the Colombian National Police, confirming the compromise deal to provide Bell 212 helicopters to the Colombian National Police in place of Blackhawk helicopters.
    • "State Department backgrounder" explaining how the $36 million originally destined for the Blackhawks will be spent.
    • July 22, 1998 press release from the office of Rep. Bill McCollum (R-FL) describing the "Western Hemisphere Drug Elimination Act of 1998," a bill which -- among other things -- would fund the transfer of six Blackhawks for the Colombian National Police at a cost of $72 million.
  • House Appropriations Committee report language accompanying the Foreign Operations Appropriations Act for 1998 required the Secretary of State to provide "a report detailing the security needs in Latin America and the impact of lifting the existing U.S. ban on high technology weapons sales to the region." This report, due on February 24, 1998, was recently submitted and is available on this web site.
